PENGEMBANGAN IMPLEMENTASI REHABILITASI BERBASIS ONE STOP SERVICE BAGI NARAPIDANA NARKOBA DI LEMBAGA PEMASYARAKATAN INDONESIA
Abstract
Correctional institutions (prisons) in Indonesia are facing overcrowding, with more than 54 percent of their population consisting of inmates convicted of drug-related offenses. This condition has encouraged the Ministry of Immigration and Corrections (Kementerian Imigrasi dan Pemasyarakatan/Kemenimipas) to launch the One Stop Service (OSS) Correctional Rehabilitation Program in 2025 as an integrated rehabilitation approach that combines medical, psychological, and social services within a single service process. This paper aims to analyze the concept, implementation, and challenges of the OSS Rehabilitation Program by referring to the research of Hartini and Sutoyo (2024) on rehabilitation innovation strategies implemented by the National Narcotics Agency (BNN) in Jakarta, which employed a SWOT analysis. Through a literature review and policy analysis approach, this study finds that the OSS Rehabilitation Program has considerable potential to reduce recidivism. However, strengthening the capacity of rehabilitation personnel, establishing standardized service flow guidelines, and improving inter-agency coordination are necessary to achieve optimal outcomes.
