SMART-RELIGI: Sistem Monitoring dan Asesmen Reintegrasi Terpadu bagi Narapidana Terorisme di Lapas High Risk
Abstract
The management of terrorist prisoners in high-risk correctional facilities requires an approach that integrates security, risk assessment, rehabilitation, human-resource capacity, and social reintegration. Indonesia has established a normative framework through correctional and counter-terrorism legislation, the National Action Plan for Preventing and Countering Violent Extremism, and technical regulations on correctional security. This conceptual qualitative study uses document analysis of Indonesian regulations and institutional documents, supported by international literature from UNODC and ICCT. The study proposes SMART-RELIGI as an integrated model consisting of initial screening, intensive monitoring, multidisciplinary assessment, intervention and development, and reintegration tracking. The model places correctional human resources at the center of implementation and emphasizes dynamic security, structured risk assessment, inter-agency coordination, and continuous case review. SMART-RELIGI is proposed as a conceptual framework for strengthening evidence-based management of terrorist prisoners and supporting safe, sustainable reintegration.
